Discounts are available for several things: off-season camping when water is turned off, camping in parks that don't have water-based amenities (showers), and Minnesota residents with physical disabilities (permit issued by the State or Federal Access Pass holders) are eligible for a half-priced campsite fee Sunday through Thursday nights. There don't appear to be (from the DNR state parks website) any discounts for senior citizens.
