Nope - just park in the upper parking lot, grab a delicious ice cream from the friendly folks at the corner convenience store there and start walking! I recommend going straight on the path so you can see Martello Tower on the right, the old fort on the left, straight through to the beach on the Noethwest Arm. Then you can follow the water to go back, check out the big bandstand/gazebo, the sailors memorial, and end at Black Rock beach. Then you can walk back up the road to the upper parking lot, either through the park or on the sidewalk by the road. Enjoy!
I do not know as we primarily hiked around the park. Suggest you may to contact the municipal agency which runs the park and ask if there are any parks in Halifax permitting bbq.
Pretty sure there are buses that take you to the park. Not sure of the routes but you can check the Halifax transit website. They won't let me post the link here.
