Senate Corrections Chairman Juan Barnett's effort to close Mississippi State Penitentiary has died for a second year.

Crawford was sentenced to death after he was tried as a habitual offender. According to the Mississippi Department of Corrections website, he also has burglary, rape, and sexual battery convictions.
