Norway will open for cities to introduce zero-emissions zones, as the number of electric cars on the road in the biggest urban centers passes 40%.

Another Norwegian media outlet, Verdens Gang, reports that the driver is charged with violating Section 3 of the Road Traffic Act, which can carry a penalty of up to one year in prison.
