It appears that Samsung has completely removed all lines of code that control bootloader unlocking, so it's not just a setting that's been removed from the Settings menu.

A toggle that would let Samsung owners install custom software has disappeared on phones shipping with the new OS, and One UI 8 beta builds for the Galaxy S25.

However, a number of early adopters of Samsung's Galaxy Z Fold3 found that unlocking the bootloader comes with some serious penalties on top of the usual risks associated with the action.
