Senate Republicans can afford to lose no more than three of their own votes on the bill, but two already are opposed and others remained undecided.

Senate Democratic Leader Chuck Schumer of New York said the “hardest choices” for Republicans are still to come. His side plans to bring “amendment after amendment after amendment to the floor, so Republicans can defend their billionaire tax cuts and so they can try to explain their massive cuts to Medicaid to people back home.”

Senators on Monday are continuing to vote on an unlimited number of amendments, known as a “vote-a-rama,” to the GOP’s sweeping domestic policy megabill, which first passed the Senate over the weekend. Republicans are rushing to meet Trump’s deadline of the bill making its way to his desk on July 4, before Congress is expected to take a recess.
