Lotto.com’s suit, which was filed Thursday, comes less than a week before the state agency votes to ban the third-party services.

In February the Texas Senate approved a bill that would ban the use of courier services that facilitate the sale of Texas Lottery tickets. Lawmakers said they were concerned — among other things — that minors were buying lottery tickets.

Courier services, which buy and deliver lotto tickets on behalf of customers, are banned in Texas after two controversial lottery drawings.
