A panel of judges on the U.S. Court of Appeals for the 9th Circuit heard arguments on whether President Trump must return control of California National Guard to Gov. Gavin Newsom.

A three-judge panel sounded skeptical of California’s arguments that President Trump should return control of National Guard troops to the state.

Gov. Gavin Newsom’s legal team calls President Trump’s arguments for deploying troops to Los Angeles “terrifying.” The 9th Circuit Court of Appeals today is hearing the case.
