If the Ukrainians had shot them down during a combat mission, that would be a different matter. But they were just sitting there. It's like hitting someone who's already down."

After Ukraine’s drone strikes on Russian air bases, the two sides talked for less than an hour in Istanbul, and a halt to the fighting seems out of reach for now.
